T&S Construction Co. is a fast growing family-owned and operated heavy civil construction company based in the Sacramento region; we specialize in utility systems construction.
About the Role
We're hiring a Project Engineer — an assistant project manager role — to join the team on a $38 million fish screen and pump station project with a two- to three-year construction schedule. You'll work directly for our Project Manager as his right hand, running the paperwork engine that keeps a job this size moving.
This is a rare opportunity to see a major water infrastructure project through from early construction to commissioning — on one job, with one team, in one place. The person who takes this role will finish it ready to run their own project.
About the Project
The project replaces an existing unscreened river diversion with a new screened intake and pumping facility on a major California river. Work includes a pile-supported intake structure with retractable fish screens built inside a temporary cofferdam, a debris deflector in the river, a large-diameter pipeline through the levee to a reinforced concrete pump station with multiple vertical pumps, a gate structure in the levee, an access platform, and a control building with electrical, instrumentation, and SCADA systems. A second, smaller relift pumping plant is built downstream, along with several miles of concrete-lined canal modifications — new lining, check structures, turnouts, and siphons — to increase conveyance capacity. The existing river diversions are demolished and abandoned once the new facilities are online. Construction is governed by seasonal environmental restrictions on in-river and levee work.
Job Duties
• Own the submittal process end to end — assemble packages, maintain the submittal log, track review cycles, and chase approvals so procurement and field work stay ahead of schedule
• Prepare, log, and track RFIs; route questions from the field to the design team and get answers back where they're needed
• Support change management — assemble PCO backup, track cost and time impacts, and maintain the change order log
• Assist with monthly pay estimates, schedule of values updates, and quantity tracking
• Coordinate with subcontractors and vendors on shop drawings, delivery dates, insurance and compliance paperwork, and long-lead equipment
• Maintain project documentation: daily reports, meeting minutes, as-builts, permits, and compliance records
• Support schedule updates, three-week look-aheads, and progress reporting alongside the PM and superintendent
• Help administer environmental and regulatory compliance requirements (SWPPP, biological and permit conditions, in-water work windows)
• Read plans and specifications well enough to know what's required, what's been submitted, and what's still outstanding
Required Qualifications
• 3–7 years of construction project administration experience — project engineer, assistant project manager, project coordinator, or field engineer
• Pump station or water facility construction experience is what we're really after. If you've helped build a pump station, lift station, treatment plant, or similar water facility, tell us about it. Heavy civil, water/wastewater, marine, or underground utility backgrounds are all strong fits
• Degree in construction management, civil engineering, business, or a related field — or equivalent hands-on construction experience. We care more about what you've run than what you studied
• Working command of construction documents: plans, specifications, shop drawings, and submittal requirements
• Strong organizational instincts and real attention to detail — this role lives and dies on document accuracy and follow-through
• Hands-on experience with Procore, Microsoft Project, and HCSS HeavyJob — or comparable platforms you can transition from quickly — plus Microsoft Office, especially Excel
• Clear, professional written communication — much of this job is correspondence with the owner, engineer, and subcontractors
• Willingness and ability to be on-site daily and to spend real time in the field, not just at a desk
• Valid driver's license and clean driving record
Preferred Qualifications
• Experience on public works or agency-funded projects (federal/state funding compliance, certified payroll, prevailing wage, BABA/Buy America requirements)
• Direct exposure to pump station work: wetwell and sump construction, setting vertical pumps, pump and motor alignment, discharge piping and valves, or startup and commissioning
• Familiarity with structural concrete, sheet pile cofferdams, dewatering, or pile driving
• Exposure to electrical, instrumentation, SCADA, or controls submittal packages
Why this Job
• Scale and stability: a $38M project with a 2–3 year runway — no bouncing between short jobs
• Mentorship that's real: you'll work shoulder to shoulder with a seasoned Project Manager who is invested in developing the next one
• Meaningful work: this project protects fish populations and secures water delivery for California agriculture
• Growth path: we promote from within — this role is a direct track toward Project Manager
Benefits include: competitive salary, health/dental/vision coverage, 401(k) with company match, paid time off and holidays, vehicle or vehicle allowance, and continuing education support.
